Hire Film Crew in California (2026): Local Crews, $750M Incentive
Production is coming back to California in 2026 on the back of a $750M tax-credit expansion. How to hire vetted local LA and statewide film & TV crew fast, and which roles to staff in-state.
California just made the strongest case it's made in a decade for shooting at home - and if you're staffing a project here in 2026, hiring local crew is how you cash in on it.
The incentive that changed the math
In July 2025 the state more than doubled its Film & Television Tax Credit - from $330 million to $750 million a year - and launched Program 4.0. The headline changes:
- Base credit raised to 35-40% of qualified expenditures (up from 20-25%)
- Credit applies to the first $20M of qualified spend on independent films and the first $120M on features
It's working: by 2026, 147 productions had been awarded credits, projected to generate ~21,504 cast and crew jobs, 5,928 filming days, and $5.5 billion in economic activity. (Office of the Governor)
Below-the-line wages are central to that qualified spend. The credit is designed to keep crew jobs in California - so the more of your team you hire in-state, the more of your labor qualifies.
What you can staff in-state
California - LA especially, but also the Bay Area, San Diego, and Sacramento - has the deepest crew pool in the world:
- Camera - DPs, operators, 1st/2nd ACs, DITs
- Grip & Electric - gaffers, key grips, best boys, dolly grips, riggers
- Sound - mixers, boom ops, utility
- Art & set - designers, art directors, set dressers, props, scenic
- Production - UPMs, coordinators, 1st/2nd ADs, PAs
- Glam - hair, makeup, wardrobe
