The Motion Picture Production Program
Louisiana's credit runs a 25% base, stacking up to 40% with uplifts: +15% on payroll paid directly to Louisiana residents (not loan-outs), +10% for a Louisiana screenplay, +5% for filming outside the New Orleans metro area, and +5% for qualifying in-state VFX. (Louisiana Entertainment)
Recent changes worth knowing:
- Starting July 1, 2025, tax credit claims and transfers back to the state are limited to $125 million a year in total, per LED's 2025 overview. The Louisiana Department of Revenue also lists $125 million as the most that can be reserved or claimed in any fiscal year from July 1, 2025 (LDR).
- The state removed the per-project caps and the $3 million per-person salary cap for applications after July 1, 2025. Above-the-line pay is still subject to the aggregate above-the-line cap of 40% of Louisiana spend.
- Credits can be applied to Louisiana income tax or transferred to the state at 90% of face value.
The $300K minimum spend is accessible for mid-size productions, and the out-of-metro uplift makes Baton Rouge, Shreveport, and Lafayette attractive - all of which have working local crews.
